Capacity development action plan, South Sudan

UNDP South Sudan is looking for an International Capacity Development Consultant to develop an Action Plan for the South Sudan Medium Term Capacity Development Strategy 2011-201, as part of the South Sudan Development Initiative. They are looking for someone who has handled similar work before. The consultant is to provide professional and technical service in establishing mechanisms for the proper implementation of the Strategy. Please see attached the TOR for the assignment.
