Update on the Learning Package and ongoing pilots

Of the three planned pilots (Kenya, Cambodia and Germany/GIZ), two pilots have been completed and one is ongoing.

Kenya- the focus has been on the overall CD framework and this prompted a lot of interest in CD strategy development, together with some interesting learning points about agency practice of CD to date and focus for future work.

Cambodia - participants are all working on different aspects of aid effectiveness and aid coordination; their focus was on tools, including the M&E framework for measuring CD results. Cambodia is also undertaking an administrative reform process and Jenny will be meeting this week to explore the application of the CD Learning Package to support such process.

Germany/GIZ - It has emerged that there is no requirement for changing the content of the package, however there is the need for further developing the Facilitator’s Guide and for providing guidance on how to use the material.

Quality assurance/peer review process

It was agreed that the final draft will be reviewed by a review panel of three (ADA, UNDP and GIZ) and comments (factual errors only) will be incorporated in the package until the end of phase I. Comments by the reviewers of a broader nature will be incorporated only during phase II. The final draft of the Learning Package will be ready for review during the second half of October and reviewers will be given one week to respond.

UNDP will develop the criteria for the peer review process.

Colleagues/partners can still provide comments on the draft material up to the 30th of September.

Final product – format

The final product will be published as a PDF (or word) document – Jenny to finalised the word/PDF document

The material will be published on a dedicated page in the LenCD website and a space will be made available for comments/feedback and to share lessons on the application of the package by partner organizations/users of the package  – Brian to publish the material on the LenCD website and to open a dedicated space for feedback/lessons learned.

The package will also be published on the Train4Dev website.

Deliverables for phase I, due by the end of October 2011:

  • Further steps, benchmarks, engagement, funding, responsibilities, etc. agreed with working group and steering group. This is an ongoing process and Jenny has agreed to prepare a short report on lessons learned and feedback from the pilots.
  • 2 pilots of the full package completed (June – September 2011) and package revised based on lessons learned from the pilots
  • Final CD Learning Package, including the facilitator’s Guide: package finalized with adequate layout, design, means of dissemination and publicity

Phase II - potential future activities

  1. Roll-out of the learning package through country or regional level learning events
  2. Further package development, including editing, creation of further sections (e.g. ‘How to ….’ pages), incorporation of comments of peer review process.
  3. Developing of an E-learning package

UNDP will develop a proposal for phase II, including the budget and the ToRs for the Learning Package coordinator and the e-learning package developer/s (i.e. learning methodology specialist and e-course technical experts) – deadline 10th October.

Potential support to the second phase and the review of possible administrative arrangements (form of a basket fund, Leading agency, LenCD  project…) will be discussed after the proposal for phase II has been developed.

The next meeting has been scheduled for Monday, the 10th of October, at 9:00 hours in NY-Washington /15:00 hours in Geneva/20:00 hours in Cambodia.
