This report is one of four produced as a result of the application in Papua New Guinea (PNG) of a preliminary and experimental framework developed by the European Centre for Development Policy Management (ECDPM) for monitoring capacity and capacity development. The provides an overview of the monitoring exercise including comparisons among the cases, some approaches to capacity development which come out of the cases, and an analysis of the strengths and weaknesses of the framework and where it is most applicable. It also makes some suggestions about how the law and justice sector might think about its strategy for capacity development.
