Capacity Development Expert, Yemen
Duties and Responsibilities
- To assess capacities of the EC looking at capacity in the context, while focusing on the outputs, resources, and manpower capacities;
- Propose a plan for Capacity Development Processes, based on the findings on the assessment;
- Provide on-the-job training and technical support to EC member on the capacity of local authorities to plan, implement, oversee, prioritize, and support the development of local communities;
- Develop a three-year emergency and development plan;
- Develop reporting formats, as well as monitoring and evaluations tools.
Capacity Development Specialist, Afghanistan Sub-national Governance Programme
Under the direct supervision of the ASGP Chief Technical Advisor, the Capacity Development Specialist provides strategic advice and technical assistance to IDLG in formulating and implementing capacity development strategies and plans both at the central level and subnational level. The Capacity Development Specialist will have the following duties and responsibilities:
Summary of Key Functions:
- Organization and Management of Capacity Development (CD) activities;
- Institutional Capacity Development;
- Stakeholders’ Consultation, Coordination and Monitoring & Evaluation;
- Advocacy, Networking and Marketing – Component Management;
- Gender Mainstreaming.
Evaluation consultancy: Capacity for Disaster Reduction Initiative (CADRI)
- Provide an assessment of CADRI’s contribution to development results (against the expected outcomes). This will be measured against the outcome indicators and output targets of the results framework developed for CADRI;
- Evaluate CADRI’s role, relevance and niche in supporting the UN system to position itself to add value in response to capacity development needs in the national development context, particularly with regard to the implementation of the Hyogo Framework of Action. The evaluation should highlight emerging needs of countries, UNDP and UNISDR system partners for support in capacity development, the extent to which these needs are being met by CADRI’s available support mechanisms and the areas in which a future phase would contribute the greatest value-added;
- Provide an analysis of CADRI’s contribution towards greater interagency synergies in capacity development for disaster risk reduction and its potential to leverage partnerships at national, regional and global levels in the execution of its mandate, including other UNDP supported capacity development initiatives;
- Present key findings and provide a set of clear and forward-looking recommendations to inform management decisions regarding CADRI’s new implementation phase starting in 2012.
Consultant for institutional transformation, ECOWAS
OBJECTIVE
- Provide technical assistance to the ECOWAS to review and finalize the ECOWAS Capacity Building Plan
- Prepare the Institutional transformation project document, taking into account all the areas of focus.
- Provide support for the process of Engagement and Resource Mobilisation of ECOWAS stakeholders around the implementation of the institutional transformation project.
EXPECTED OUTPUT / DELIVERABLES
- Updated and forward-looking ECCDP that addresses core capacity issues of the ECOWAS Commission taking into consideration the aspirations for institutional transformation

Coordinator - LenCD (re-advertised)
Under the guidance of the LenCD steering group, and with the administrative support of the LenCD project manager, the LenCD coordinator will be responsible for moving the LenCD agenda forward in a multi-partner network and to facilitate the implementation of the work streams agreed by the steering group, as reflected in the LenCD work plan. The LenCD coordinator will be working closely with the LenCD knowledge manager as well as with network partners in implementing jointly agreed initiatives.

Organization Development Specialist, Local Partners Capacity Building (LPCB) Program, Zambia
The Organization Development Specialist provides specialist technical expertise in organization development and coordinates the program’s work with its Organization Development Facilitators (ODFs). This includes overseeing the ODFs’ professional development, monitoring their performance and as necessary recruiting and training new ones.
The position is based in Lusaka, but may involve travel to visit Partner Organizations throughout Zambia for up to one-third of the time. The OD Specialist reports to the Deputy Chief of Party.
Responsibilities:
- Oversee the program’s work with Organization Development Facilitators to guarantee the quality of their work with Partner Organizations and Capacity Leaders to ensure adequate satisfaction of partner support needs
- Lead the program’s work on the professional development of its Organization Development Facilitators including the recruitment and training of Organization Development Facilitators as necessary in the use of the Institutional Development Framework (IDF)
- Monitor the performance of the Organization Development Facilitators, including review of monthly timesheets, reports, invoices and PO visits and contacts
- Carry out regular and systematic evaluations of the work of Organization Development Facilitators, including an annual appraisal, and provide feedback to them and to the program
- Participate in the introduction of the Institutional Development Framework to Partner Organizations and Capacity Leaders
- Support ODFs in encouraging their POs to integrate gender equality policies and practices within their organizations
- In collaboration with the program Technical Team, engage in the process of recruiting potential program partner NGOs in Zambia
- Perform site visits to Partner Organizations and Capacity Leaders to review the work of the Organization Development Facilitators
- Provide training and mentoring to LPCB staff and partners in organization development
- Maintain a record of the program’s organization development work, providing reports and distilling lessons learned and best practices as necessary
- As a member of the program technical team, engage in M&E activities as required including the development of program policy
Chief of Party, Workforce Management and Capacity Building, Haiti
Responsibilities:
- Provide overall leadership, management oversight, and technical direction to the project in consultation with the MSI home office technical director;
- Serve as the primary project interface with USAID, the GoH, USG counterparts in-country, and private sector stakeholders;
- Collaboratively design a strategic, long-term programmatic vision that is in line with USAID and GoH objectives as well as the needs of the private sector;
- Contribute to preparing work plans, monitoring and evaluation plans, and technical and administrative reports;
- Supervise and coordinate the work of subcontractors and short-term consultants;
- Ensure compliance with USAID, GoH, and MSI standards of quality and regulations in all project activities;

Health Training and Capacity Development Advisor, Assistance to Ministry of Health, Libya
Provide technical leadership in the design and implementation of the integrated competency-based training approach across the project to ensure that ODs and SDOs develop the requisite capacity in planning and managing resources.
- Develop and manage the Project’s training plan and provide the overall coordination of Project’s training activities and related technical assistance, in close collaboration with other team members, GOI agencies and NGO counterparts.
- Oversee strengthening of provider skills in the areas of program planning and management, financial planning, personnel recruitment and management, procurement and logistics management.
- Develop project-wide target groups involvement in training program development and evaluation.
- Develop, together with Monitoring Advisor, the ongoing evaluation plan to assess effectiveness of training to improve performance.

Capacity Development Officer, Ministry of Foreign Affairs, Afghanistan
Under the overall supervision of the National Institution Building Project Manager, and close cooperation with the other General Directorate of Programs’ Design and Management staff, the Capacity Development Officer will be responsible for facilitating the performance, learning and development of the Government of Islamic Republic of Afghanistan’s civil servants in which in turn will contribute to building the capacity of the Ministry and civil service. Coaching of civil servants in common functions of policy formulation, project management, financial management, procurement and human resource management will be a priority. The National Coach/Trainer will also be responsible for the training and development of future Coaches/Trainers.
