Public Sector Capacity Building Secretariat (PSCBS) (Kigali, Rwanda)
The genocide of 1994 not only destroyed the economy of the country and worsened the prevalence of absolute poverty among the population, but also decimated the capacities of virtually all institutions, in both public and private sectors. The GoR then embarked on reconstruction and development of the country with many reforms for development including capacity development; and one of the strategic responses to tackle capacity development in the country was to strengthen institutional arrangements to better coordinate and implement CB in the country.
Subsequently in 2000, the Government of Rwanda (GoR) instituted HRDA (Human Resource Development Agency) for critical skills development across the public sector; this was later restructured due to institutional inadequacies. In order to comprehensively tackle the issue of capacity, in 2005 GoR launched a MSCBP (Multi-Sector Capacity Building Programme) a framework for institutional capacity development in the public, private and civil society. HIDA (Human Resources and Institutional Capacity Development Agency) was established to coordinate implementation of the MSCBP. In line with GoR efforts to improve service delivery of public institutions, in 2008/2009 HIDA was merged together with six other public agencies to form the Rwanda Development Board.
The public sector CB component that was initially under HIDA was entrusted to a new institution – PSCBS (Public Sector Capacity Building Secretariat) – established in 2009 as an institutional arrangement to coordinate capacity development activities across the public sector and manage a capacity building fund (CBF). PSCBS is under the tutelage of the Ministry of Finance and Economic Planning to institutionalize the linkage between capacity development with national planning, M&E and the national budget cycle.
The Rwandan Public Sector Capacity Building Secretariat (PSCBS) is a unique institution given its coordinating role in capacity development at national level and in different sectors. Its mission is “to develop the capacity of the public sector through coordination and promotion of capacity building in line with the national development agenda".
PSCBS can contribute to a capacity development knowledge sharing platform and seeks to share its ideas, experiences, best practices, questions and constraints that are identified when putting capacity development into practice in the Rwandan context. In this way PSCBS can help to foster the debate on effective CD interventions, on assessing capacity constraints, on monitoring and evaluation of CD interventions.

PSCBS is based in Kigali the capital city of Rwanda and is a government institution under the tutelage of the ministry responsible for planning and also steers strategic partnerships in capacity development in the region and beyond.
